Christopher was born September 7, 1986, in Tampa, Florida. He was raised in nearby Safety Harbor, Florida, where he graduated from high school in 2004. After graduating from Florida State University in 2009 with a bachelor’s degree in political science and economics, Christopher returned to Florida State to attend law school at the Florida State University College of Law where he graduated in 2012.
After a year working for a personal injury firm in St. Petersburg, Florida, Christopher returned to Tallahassee and accepted a position as an assistant general counsel with the Florida Department of Health in 2014. While working with the Department, Christopher attended Florida State University College of Business and obtained his M.B.A. in 2019. After becoming a senior assistant attorney general and litigation team leader within the Department of Health’s Prosecution Services Unit Medical Section, he accepted a position as an Assistant Attorney General with the Office of the Attorney General under the Florida Department of Legal Affairs. While there, Christopher was promoted to Senior Assistant Attorney General in the Administrative Law Section, where he served as legal counsel for numerous regulatory boards housed under the Department of Health and Department of Business and Professional Regulation. After five years with the Attorney General’s Office, Christopher went into private practice joining Grossman, Roopnarine & Bayo in early 2025.
Christopher’s prior practice primarily involved the prosecution of health care providers and the legal representation of state regulatory agencies. As a Senior Assistant General Counsel with the Florida Department of Health, Christopher served as a prosecutor within the Division of Medical Quality Assurance’s Prosecution Services Unit. In this role he represented the Department in the prosecution of health care providers before many of the same Boards he currently appears before on behalf of clients, including the Board of Medicine, Board of Osteopathic Medicine, Board of Chiropractic Medicine, and the Board of Massage Therapy. While at the Attorney General’s Office he provided legal counsel to a variety of state professional regulatory boards including Florida’s boards of Medicine, Osteopathic Medicine, Pharmacy, Psychology, and Physical Therapy. Christopher also provided legal counsel to, and appeared on behalf of, other regulatory boards outside the Department of Health including the Florida Construction Industry Licensing Board, the Florida Barber’s Board, and the Florida Board of Pilot Commissioners Pilotage Rate Review Committee.
Christopher’s current practice involves the representation of clients before the aforementioned regulatory boards and in Florida courts. In addition, a significant portion of Christopher’s practice consists of consulting on health care regulatory issues. Christopher is recognized for his experience in the practice of Health Law and Administrative Law in Florida, and for his experience advising several professional boards on all matters relating to the regulation of Florida licensees. This includes counseling on matters such as the review of applications for licensure, adjudication of disciplinary actions brought by the departments against licensees, and the resolution of any petitions for declaratory statements, variances/waivers, and initiating rulemaking that may come before the boards. Further, Christopher has also advised his client boards on numerous public health policy considerations and profession specific rule promulgation efforts during all phases of the rulemaking process. Having served as a prior prosecutor and board counsel, Christopher possesses a unique perspective on the inner workings of the Department and its boards which allows him to better serve his clients’ needs in a timely and efficient manner.
As part of Christopher’s professional development, he actively participates in state and national health law and administrative law organizations. He is currently an active member of both the Florida Bar Administrative Law, Health Law, and Government Law sections. He is also currently a member of the Legislative Committee of the Florida Bar’s Administrative Law Section tasked with reviewing proposed legislation on behalf of the Committee.
