Colin joined the law firm of Grossman, Furlow & Bayo LLC in January 2022 and was named the Managing Partner in January 2025, when the firm was renamed Grossman, Roopnarine & Bayo LLC.

With his extensive experience in administrative and regulatory law, professional licensing, rule promulgation and challenges, government affairs, labor and employment law, financial services licensing and law and health care law, Colin Roopnarine brings a wealth of knowledge to his role as Managing Partner at GRB Law Firm. Colin’s clients range from several labor unions (Teamsters, AFSCME, FEA) to one of the largest insurance companies in the United States, to professional licensees, including money service businesses, securities and mortgage brokers, public adjusters, construction, electrical contractors, underground contractors, architects, private investigators, home and private security companies and to issues involving licensed security companies, workers’ compensation compliance, sales and use taxation issues before the Department of Revenue, and employment contract disputes and drafting.

Colin was born in Port-of-Spain, Trinidad, West Indies. After moving to the United States and graduating from high school at 16, he went on to earn his undergraduate degree from the University of South Florida and his Juris Doctor from Florida State University College of Law in 1995.

Colin has built a distinguished career representing clients and handling complex legal matters before state agencies and professional licensing boards with precision. His professional journey began at the Department of Community Affairs, specializing in Administrative Law, Land-Use Law, and Emergency Management. He later served as Chief Litigation Counsel and handled appeals at the Department of Financial Services, gaining extensive experience in administrative proceedings and appeals. Colin has litigated cases before the Division of Administrative Hearings, including rule challenges and labor-related disputes, and has presided over labor and employment cases as a Hearing Officer at the Public Employees’ Relations Commission. Later, as Deputy General Counsel of Professions at the Department of Business and Professional Regulation, he supervised the legal office dedicated to regulating professions in the State of Florida ranging from Accountants to Veterinarians.

In 2013, he was appointed by the Governor as General Counsel for the Office of Financial Regulation, where he also served as Chief Ethics Officer. He later joined the statewide firm Berger Singerman LLP as a partner. His expertise and leadership have earned him an AV® Preeminent rating from Martindale Hubbell, the highest peer rating for legal excellence

As a Florida Bar Board Certified Specialist in State and Federal Government and Administrative Practice, Colin actively contributes to the legal community. He currently serves on the Florida Bar’s Administrative Law Section and CLE Committee and is a former member of the Board of Legal Specialization and Education. He continues to serve on the 2nd Judicial Circuit’s Professionalism Committee and is a past President of the Florida General Counsels’ Association, and past Chair of the Florida Bar’s State and Federal Government and Administrative Law Section Certification Committee. His professional contributions have earned him a place on Florida Trend magazine’s Legal Elite list.

Colin has served as an Adjunct Professor at Florida State University College of Law, where he taught courses on Depositions and Florida Administrative Litigation, furthering his commitment to legal education and dedication to mentoring the next generation of attorneys.
